In April of 2014, the Iowa Senate voted 37-12 to ban the sale of electronic cigarettes and alternative nicotine products to minors in Iowa. This means that minors can not purchase nor possess these vaporized alternative to cigarettes.

The Law

Iowa smoking law states that it is unlawful for any person under the age of 18 to smoke, use, purchase, attempt to purchase, or possess tobacco products. IOWA CODE §§ 453A.2 (2003), 453A.3 (2004), 453A.56 (1991) & 805.8C (4)

The Penalty

First Offense


  • At least $50

Community Service:

  • Required to complete 8 hours of community service

Second Offense


  • At least $100

Community Service:

  • Required to complete 12 hours of community service

Subsequent Offenses


  • At least $250

NOTE: If you choose not to pay the fine, you may attend a court hearing to challenge the citation.

Community Service:

  • Required to complete 16 hours of community service
